Abstract
This document considers aspects of Russia’s military doctrine in the years immediately after declaring itself the successor to the Soviet Union, focusing on security challenges the new geopolitical landscape posed to its old military-industrial complex and military command system. A new doctrine sought to develop a suitable set of concepts and strategies for modernizing and reorganizing the defense industry. By mid-1990s, the outcome of this effort was mixed. While successful in building a much leaner force, Russia lacked sufficient funds to modernize its Soviet era military assets and technologies.
