Abstract
Beginning in the early 1990s, Russia’s reformist leaders sought to liberalize the country’s centrally-planned economy by inviting foreign investment and private enterprise. As a result, a new political class and network of entrepreneurs arose, enriching themselves by transforming formerly state-owned companies into private ventures. The state nevertheless maintained control in key sectors of the national economy, such as banking, petroleum, mass media and military technology. The study concludes on a positive note regarding the growth and expansion of Russia’s private sector.
