This chapter from the 'Studies in a Hawaiian Community' (see documents nos. 7, 17-25, and 27) focuses on community organizing. Residents do form coalitions around specific issues, especially threats coming from outside the community. However a more sustained alliance to achieve a long-term political goal is harder to organize, because the process of consensus building, requiring strong leadership and heated discussions, contravenes the norms of maintaining congenial, conflict-free relationships in the community.
