Abstract
This is an account of the role played by the private organization, the Indian Rights Association, in helping gain governmental and private assistance for the Navajo at a time when drought and poor government planning were bringing them starvation (1890-95). It sheds interesting light on the conflicts within the government bureau on the policy and the personality levels.
