Abstract
This book chapter explores ethnic relationships in Rwanda. It argues that there cannot be a single answer to the following question: Who are the Hutu and who the Tutsi? It shows the ways the identities of both Hutu and Tutsi have been changing in the course of history, despite contemporary ethnic politicians who tend to view them as primordial differences.
