Abstract
The author examines land expropriation on the outskirts of the expanding capital city of Islamabad. The original city plan was designed to accommodate gradual expansion. In spite of attempts to make the process transparent and rational, villagers resisted, contesting in the courts the expropriation of and compensation for their property. Some strategies relied on the use of alternate, incompatible land surveys, and the building of "dummy houses."
