This paper was prepared for the Tenth IPR Conference in September 1947. It is a political analysis of the origin and development of the Republic of Vietnam down to the spring of 1947, including accounts of the conflict over colonial policy in postwar France, the rise of nationalism in Indochina, and an analysis of economic factors in the development of Vietnam.
