Abstract

This study of labor conditions in the oil industry in Iran was undertaken by the International Labour Office in response to a request from the Iranian Government through its delegation to the Petroleum Committee of the Organization in 1948. A Commission was appointed (for details of personnel and itinerary see category 116, pp. 1-4), and in 1950 it surveyed Anglo-Iranian Oil Company (AIOC) installations in the refinery center of Abadan and in the various oil fields (referred to throughout this report as 'Fields') near the Zagros Mountains. The bulk of this survey is concerned with the installations at Abadan where analyses were made from data supplied by the AIOC on the composition of the labor force, recruitment and training, wages, hours and safety conditions, housing, health and medicine, and various social welfare programs organized by the AIOC. In addition, information on the trade union movement and labor legislation applicable to Iran as a whole will be found in this study, along with brief discussions of other Iranian industries. An admirable degree of objectivity was maintained by the Mission and this report clearly points up the areas of disagreement between the AIOC, its Iranian employees and the Iranian Government. A number of specific complaints from all sides are noted in the concluding chapter, followed by a list of particular subjects considered by the Mission as worthy of attention from all parties concerned. This source is considered extremely important for an understanding of the unique position held by the AIOC in Iran.
