Abstract
In this article, which is a study in underdevelopment theory (Marxist), Prattis describes the economic situation in the western Isles, and then examines in detail the impact of the Highlands and Islands Development Board (HIDB) -- its primary mandate and recent history, and particularly '…its effectiveness in creating the capital and technological base requisite to retention of sufficient population for community viability' (p. 361-A). In the course of discussion Prattis suggests a number of proposals for change and evaluates their potential adaptability in terms of the present political economy of the region. The work concludes with critical commentaries by other authors on this article, followed by a rebuttal by Prattis.
