Abstract
This study examines the cultural and institutional difficulties the government of South Vietnam encountered in integrating the Rhade and other Montagnard (mountain tribe) communities. The government’s strategy centered on relocating ethnic Vietnamese from the densely populated lowlands to the central highlands. As a result, the Rhade became concerned that they might lose their lands to the newcomers, a fear that communist North Vietnamese guerrillas exploited to recruit Rhade supporters.
