The author delves into the background of the policy decisions made by France, various Indochinese factions, Communist China, the United States and the United Nations. This study constitutes a chapter of the Institute of Pacific Relations volume, THE STATE OF ASIA, and supplements a former work by the same author, THE EMERGENCE OF VIET NAM, source 38: Hammer in this File. The earlier work analyzed political events up to 1947.
