This doctoral dissertation from the University of Paris was presented in 1935. It includes comprehensive coverage of the legislation and modifications brought about in the Communes and the Councils of Notables. This is prefaced with a history of the foundation and organization of Communes in Cochinchina. The bulk of the work is concerned with the necessity of reforming the organization of the Councils whose authority and prestige had declined after the French assumed the administration of the country.
