Abstract
This paper outlines the main characteristics of tradtional leadership in northwestern Siberia and the effects of Russian and Sovient colonial rule. It also discusses aspect of local leadership as observed by the author in four Nenets communities. The goal is to explore change and continuity in local leadership by contrasting the Soviet period with the present.
