Abstract
This is a chapter on foreign relations from "A Regional Handbook on Northeast China.” It discusses Russian, Japanese, and American policy and diplomacy from the turn of the twentieth century to the Japanese takeover in 1931. Much of the diplomacy centered on railroad construction.
