Abstract
This article is based on the life and activities of Dr. Luis Macas, who became Euador's minister of agriculture in 2003, and was an early participant in the development of national literacy and bilingual education programs in Ecuador. The interviews with Dr. Macas on these topics in addition to data collected by the Belotes in Saraguro, in the United Sates, and in Spain, provide the primary source of information in this paper.
