Abstract
This article discusses the effects of the Compact of Free Association agreement between the United States and Belau which has been a major divisive issue among Belauans since the early 1970s. The focus is on the major provisions of the Compact document, the eight referenda Belauans held on the agreement, the results of each referendum, and the political and personality dynamics of this recent period of Belauan history.
