Abstract
This is a short but informative history tracing the development of leadership and tribal assembly patterns from their first mention in the Origin Legend down to mid-1940s government policies. The author, a specialist in the study of Navajo legal forms, believed that the ineffectiveness of government-imposed organization is because it is fundamentally different from Navajo traditional and historic forms of political mechanics.
