Abstract
This document discusses an educational project, called 'youthtown', aimed at rehabilitating disadvantaged youth in a development town in Israel which the author calls 'Greentown' (a pseudonym). Various factors affecting the projects are discussed in the text. Other data describe the town itself, including its political and administrative atmosphere, the position of disadvantaged youth in Israeli society and in the context of 'Greentown', living conditions and social adjustments at 'youthtown', counselors and their training, and from a more theoretical point of view, the importance of the concept of culture for evaluation research in education. The term 'disadvantaged', as used by Goldberg, refers to the adolescent population, generally between the ages of 14 to 18, who are school drop-outs, delinquents, poor, and out of work.
