Abstract
This paper discusses the system of irrigation water allocation in the municipio Díaz Ordaz. Included are information on the natural documents of water, the irrigation system, the system of water rights, and mechanisms for handling the allocation of water and for settling water rights disputes. The author argues that the system of water rights shifts during the year from one of riparian rights to one of rights of prior appropriation. He links these shifts with conflicts over water scarcity. Water scarcity, he argues, must be looked at not only in terms of gross amounts of water but also in terms of critical moisture requirements of plants at different points in their growth cycles.
