Rural land privatisation and distribution in Albania: evidence from the field

Abstract
In the years previous to 1991 agricultural lands and rural house plots were held collectively by agricultural cooperatives and state farms. After that date, however, the government of Albania had to decide how to redistribute this land from collective to private ownership. A series of land distribution committees were established to …"carry out the distribution, mapping; and demarcation work and to issue and distribute land certificates or [n]tapi[/n](p. 123)." The many problems that these committees encountered in the land privatization process forms the major bulk of this document.
