Abstract
In this study Mashreque discusses various dysfunctional factors inherent in rural modernization programs in Bangladesh. He says that 'differentials in possession and accumulation of economic and political power in the hands of rural elite sufficiently echo class domination and nature of exploitation. The available institutions at the local point have their own agenda to modernise peasant communities. Programmes of modernisation even within participatory components reinforce domination, maintain status quo and favor potential oligarchic elements traditionally exercising control over the means of production continue to reign supreme' (p. 516).
