Abstract
This article analyzes the broad socioeconomic and political context that led to the Rwanda genocide of 1994. The most important of these included Rwanda's sharply deteriorating economic conditions caused by externally imposed structural adjustment programs, the militarization of the Hutu-led government, and political developments in Uganda.
