To gage poverty, Odgaard looks at GDP estimates, household surveys, and opinion polls. For urban areas he examines wages, pensions, unemployment, number of orphans. For rural areas he examines household composition and income, and distribution of livestock. Health, education, the collapse of the welfare system, and rise of traditional networks of exchange and mutual assistant are also discussed.
