Abstract
This summary of the history, organization and French reforms of the communal organization of Indochina was written as a doctoral thesis in law at the University of Paris. Special emphasis is placed on communal land and tax systems and the internal administration of the commune. As Rouilly feels that Cochin China, Annam and Tonkin are sufficiently similar, the commune he analyzes is one descriptive of Vietnam generally. A code of customary law of a Tonkinese commune is included, providing an excellent picture of the extent to which personal and family life are regulated by the commune.
