Abstract
This document comprises sections from a larger book dealing with the history and the problems of administering the British African Territories. Lord Hailey, a colonial officer, describes the territory of the Maasai ca. 1950, and briefly discusses the territorial and administrative reorganization of the tribe. He briefly comments on various aspects of the Maasai social organization, such as their age-grade system, warrior class, council of elders, and patterns of authority within the tribe. The main emphasis is on the trials and errors involved in setting up native councils, appointing headmen to collect taxes, and getting the rest of the Maasai to cooperate in plans for a native police force, schools, etc.
