Abstract
This book is concerned with the dynamics of changes and continuities that occurred in traditional Luguru political institutions and land tenure systems when British Colonial officials imposed upon them Western ideas of politics and technology. Important changes include the reconfiguration of both intra- and inter-ethnic relations with the introduction of a single system of authority over territories simultaneously controlled by traditional leaders of different ethnic groups, lineages and clans. Colonial officials achieved this goal by coopting selected traditional leaders to play new roles designed to strengthen the efficiency, stability and integrity of the colonial bureaucracy, especially at the district and community levels. The colonial project also sought to modernize and commercialize subsistence farming by forcing Luguru farmers to adopt hillside terracing. This program encountered strong resistance from farmers, leading to its abandonment.
